The final prophecy recorded in Haggai was given to Zerubbabel personally. It is a prophecy of the certain destruction of the wicked and the deliverance of the righteous. God reminds Zerubbabel of His promises to judge the wicked and reward the righteous. Just as surely as God fulfilled His promise to send Jesus the first time, God will keep His promise to send Jesus the second time as the King of Kings and Judge of all.
